The Challenge

Health Canada’s Tobacco Control Directorate (TCD) and Tobacco and Vaping Compliance and Enforcement Program (TVCEP) are responsible for enforcing the Tobacco and Vaping Products Act (TVPA) across Canada. Their work spans compliance promotion, inspections, and investigations related to tobacco and vaping products.

But their existing ecosystem was straining under the weight of modern needs:

  • Three legacy applications (TCIMS, TRRS, FETRES) were siloed, inflexible, and difficult to maintain
  • Reports from over 2,900 regulated parties were submitted via email, paper, or ad-hoc formats — creating manual overhead and inconsistent data quality
  • Compliance and enforcement activities were scattered across spreadsheets, databases, and disconnected systems
  • Inspectors in remote locations struggled with offline workflows, creating duplication and delays
  • As legislation and enforcement policies evolved, systems couldn’t adapt quickly, leaving gaps in governance, visibility, and reporting

Health Canada needed a fully integrated, web-based platform to modernize how they received, reviewed, acted on, and reported compliance and enforcement activities across the country.

Our Approach

Brought in as a Power Platform Solution Architect and Technical Lead, Jevon was responsible for scoping the entire NICEMS solution, delivering project estimates, and leading the solution architecture and development in Microsoft Dynamics 365 and the Power Platform.

Working with multidisciplinary teams and national stakeholders, Jevon helped define and execute a two-phase delivery approach:

  • Technical Oversight & Development
  • Standards and Scalability

The Solution

As part of a competitive evaluation process, Jevon led the design and delivery of a production-quality prototype for the National Integrated Compliance and Enforcement Management Solution (NICEMS), demonstrating that Microsoft Power Platform and ITRAK 365 could deliver on Health Canada’s compliance and enforcement requirements.

Key prototype features included:

  • A centralized case management structure in Dynamics 365 CE
  • Simulated secure industry reporting portal and RESTful API integration
  • Core business process flows, user roles, and permissions
  • Offline capabilities for inspectors
  • Real-time dashboards via Power BI
  • Bilingual and WCAG-compliant user interface
  • Full alignment with Protected B cloud hosting and data governance requirements
  • Following the prototype phase, Jevon was also responsible for architecting the full solution and providing detailed project estimates — critical deliverables that directly contributed to the project being awarded to our team

Our approach and deliverables were selected as the winning bid in Health Canada’s evaluation, and NTT Data was awarded the full contract based on the solution and foundation we built.

The Results

Delivering the NICEMS prototype wasn’t just about checking off features — it was about demonstrating what was possible. In a competitive and high-stakes environment, Health Canada needed to see that a modern, cloud-first, secure solution could handle the complexity of national compliance and enforcement.
